Cybersecurity Pilot

On June 6, the FCC approved a new, 3-year Cybersecurity Pilot Program (CPP) that provides up to $200 million to selected schools and libraries to purchase a wide variety of cybersecurity services and equipment, subject to a per applicant cap. The FCC has targeted Pilot funds to the populations most in need of cybersecurity support, with an emphasis on Pilot projects that include low-income and Tribal applicants. Although the Pilot is not part of the E-rate program, it generally uses the E-rate framework and EPC portal. The Form 484 application window was open from September 17, 2024 through November 1, 2024. On January 16, 2025, the FCC released a Public Notice, announcing that 707 schools and libraries were selected to participate in the Pilot, including 54 schools and libraries from Pennsylvania.

Update! The FCC has granted a State Master Contract Competitive Bidding Exemption to the PA PEPPM Contract for PA Cyberpilot Participants. While similar to the E-rate PEPPM mini-bidding rules, there are different product lines, different cover e-mail template, and a different mini-bid template that should be used.
