USAC Sends FY 2015 Invoice Extension Approval E-mails

Yesterday USAC sent emails to some applicants (50 from PA) notifying them that their FY 2015 invoice deadlines have been extended through April 19, 2017.  These e-mails are in response to a recent FCC Waiver Order that granted a 1-time invoice deadline extension for applicants that had submitted the Form 498 online but who had not yet received USAC approval of the form.  (Beginning in July of 2016, the Form 498 was a new “direct deposit banking” form that was required for BEAR reimbursements to be sent directly to applicants.  Some applicants were unable to obtain USAC approval of the FCC Form 498 by the BEAR deadline, which precluded them from meeting the BEAR deadline.)

For 73% of the 50 PA applicants that received the USAC e-mail, this extension is a moot point because you eventually obtained approval of your Form 498 and successfully submitted FY 2015 BEARs.  However, if any of the FRNs granted the extension still need BEARs filed, this is a wonderful gift of time you’ve been given!  Attached is a list of all affected PA FRNs, with the last columns showing what has been previously disbursed, % disbursed, amount remaining on that FRN, and my “to-do” comments.  If you would like to submit a BEAR for any of these FRNs, you have until April 19, 2017 to do so.

If amounts are highlighted in yellow, this means there’s a strong likelihood that you need to submit a BEAR by April 19.

If amounts are highlighted in blue, this means there are some remaining funds available for payment, although a BEAR form has already been submitted and paid for these FRNs.  They’re highlighted just to bring them to your attention and to ensure that you verify you have completed the invoicing for the FRN.  Remember that you can only bill for the discount portion of charges you actually incurred – so often there is money left over in the FRN after all of the invoicing has been done for the FRN.
