PIA Reviews for UPS Funding Requests

So far, more than 40 PA schools have submitted FY 2020 E-rate funding requests for Uninterrupted Power Supplies (UPSs), and I know many more will be filing in the next few weeks.  As a heads-up, during PIA review, applicants requesting UPSs will receive the following PIA request (my comments follow in [brackets]):

  1. Please provide the make and model number of each UPS unit listed above.  [JTS: This will be the exact same information as what you listed on your E-rate application.]
  2. Please provide a list of the equipment that will be supported by each UPS unit, including the make and model of each equipment piece.  [JTS: I don’t think they’re seeking quantities, just make/model of the equipment that will be plugged into the UPS.]
  3. Will the UPS unit(s) be used to support ineligible equipment?  Y/N  [JTS: What is considered ineligible equipment?  The E-rate rules say that UPSs are eligible insomuch as eligible equipment is plugged into them.  Eligible equipment includes routers, switches, wireless equipment, firewalls, and caching servers.  All other equipment is considered ineligible and would have to be listed under # 2 and then reported as “ineligible.”]
  4. If Yes, please provide the percentage to be used for ineligible support so that a cost allocation for the ineligible support can be performed.  [JTS: Based on what was listed in # 2, provide a percent eligibility for each FRN Line Item.  For example, if you have 2 application servers and 2 switches plugged into a UPS, that UPS would become 50% eligible (of the pre-discount cost).  USAC will then perform the cost allocation calculations and reach back out to you with the revised funding request amount and ask you to confirm.  Be sure that you review these revisions carefully to make certain you agree with the revised amounts.]
  5. If No, no additional information is needed.

The subject of these PIA requests is “Other Issues” and the actual PIA request will be a file that’s downloaded, completed, and then uploaded into the PIA inquiry.
