Eligible Services
The E-rate program is only intended to provide discounts on eligible services or products, even if that product or service contains some eligible functions and some ineligible functions. Therefore it is very important to realize all of the services included in your contract and either make certain they are eligible or provide the SLD with a proper cost allocation on the Form 471 and Item 21 attachments.
Eligible Services Lists
- The official list of E-rate Eligible Services is located at:
http://www.universalservice.org/sl/tools/eligible-services-list.aspx - Beginning in 2004, the SLD began a pilot Eligible Products Database that is pre-populated by manufacturers.
The list is not exhaustive and should be used with caution. In 2008, the SLD announced they would begin a phase-out of the database.
http://www.universalservice.org/sl/tools/search-tools/eligible-products-database.aspx - Funds for Learning has created an unofficial eligibility search list which is very user-friendly.

Eligible Services Framework
- The SLD also publishes an Eligible Services Framework which describes the general context that the SLD and FCC uses when determining whether a service or component is E-rate eligible. It is located at: http://www.universalservice.org/sl/applicants/step06/eligible-services-framework.aspx
